It doesn't say that in Japanese lol. I guess this means the Westerner urinators are the ones that need the extra instruction. In Japanese it just says "thanks for keeping the restroom clean"
Japanese people are culturally conditioned to respond well to politeness and obligation.
Anglos living in Japan are often some flavour of weeaboo.
Thus, each culture gets a message they'll respond well to.
