The article this pop-sci article is based on is weird.
It takes a number of observations of near-surface water ice, slaps a 30x multiplier on there, and then calls that an estimate of the total water mass on the moon. No justification for the 30x multiplication, no error bars, no citations for actual estimations. Just call it "one billion" and work from there.
It seems like the purpose of the article is not to get accurate answers, but to put down tech bro fantasies.
