I mean if you're wanting features, go for the first with DLC (2nd one includes some of the 1sts DLC in base game but does leave some stuff out...) But I enjoy the road building more than the first, and the tax system makes the city feel more in your control (in regards to what businesses you want running). I also personally like the interface more and the overall simulation of pops seems improved from the 1st.
Most of the issues I had at release were weird bugs with certain commercial sectors not making any money, and homeless people crowding the streets, but my last playthrough which went up to Milestone 20, I had no bugs or issues that made me annoyed with the game.
The latest dev blogs actually make it sound like they're doing something, so the hype of that could be affecting my opinion a bit.
