I wouldn't be surprised if that effectively happens in some industries, specifically in the arts or sports where there are tons of applicants chasing a dream. There is a reason why people know of the casting couch.

That said, I really don't see that happening in any IT, science, medical, or engineering field anytime soon. Unlike in the arts, I don't see how an industry which needs a certain level of technical competence will find it so widely available that people would pay them for experience.
