"bypassing drm" isn't a crime any more than walking past someone on a sidewalk is.

But then, we also treat walking past someone on the sidewalk as a crime here as well, if that someone is a bored or angry cop.

Their math is off by an order of magnitude. The US has about 4.25% of the Earth's population, not 0.4%.
