The dot com bubble was awesome for everyone that got out before the crash, and for most of the economy really. There's a reason no one gave a shit about Clinton getting a blowjob.
Bigger question...why would anyone care? Atleast Monica was an adult, yeah you could probably make a case for work place harassment but that's about it.
And before anyone says he was impeached for it, no. He was asked by congress if he had sexual relations with Monica. He said no. Evidence was revealed he had atleast a blow job, based on the stain on her blue dress. He was impeached for lying to congress and won basically by claiming a blow job wasn't "sexual relations".
He was impeached because the GOP wanted to impeach him, no other reason necessary. The investigation started as a look into the Clintons' finances before pivoting to the affair after their operatives caught wind of it. Even the charge of lying to Congress (which failed because he'd asked them to define sexual relations and used that definition when stating he hadn't) was a last-ditch attempt to get him on anything they could after repeatedly failing for years.
They later repeated the tactic with the Benghazi/private email server "scandals" to discredit Hillary Clinton.
I think it's millennial specific though is the point. I would've been too young to get what was going on in the 90s
