if you count like that, your previous point doesn't stand. In a three lane (1 direction) system you have two passing lanes. Easy. You still return as much to the right (or outside) as possible and sensible under the way you're driving. For example return to middle of you're still cruising faster than the lorries in the rightmost (or outermost) lane.
Y'all realize they count all the lanes, not just the ones going one direction right? A 3 lane highway is 1 lane each direction and a suicide lane.
