The sign doesn't say anything about barefoot pets though. There's a space between "bare" and "foot", so they should be interpreted as separate words.

Clearly this sign is saying that you can't give foot pets while smoking bare. If you're enjoying a cigarette in the buff and you get the urge to pet someone's feet, you need to either finish your smoke or get dressed first.
