"Declines to rule out" means the journalist asked "Mr Burnham, can you absolutely rule out rejoining the EU" and he didn't say "yes". It is, indeed, a nothingburger.
Yup and if you think about it for more than 5 seconds, why would he answer any differently?
If he takes a stance now, he's locked into a decision. By "not ruling it out", he doesn't have to take a stance at all, he can decide whatever he wants down the line and not contradict himself.
It's like politics 101, don't back yourself into a corner.
