They were severely, permanently injured, and the violent idiot had been charged.

Look at the bicyclist laying unconscious on the road in front of the car. There's your source.
People don't understand what actually happens when you get knocked out like that. They think it is like the movies. To actually get knocked out like that means you took some serious head trauma. Like in the hospital for 6 months trauma. That guy will go to prison, with the extra charge of the UKs equivalent to using a car as a weapon.
Saw a movie in theaters last night, saw the head-trauma victim waking and talking soon after, coherently. They even continued to be the love interest for the person who knocked them out. Friendo, you are waking up in agonizing pain for the rest of your life and your ability to regulate your emotions was deleted. You're not shrugging that off.
The assailant should have their life ruined. Certainly lose their car and license.
The other person who just watched and walked away should suffer, too.
The karma of these people is far below zero. They don’t know it, but they constantly punish themselves. (This doesn’t mean the judiciary shouldn’t help them find enlightenment 😉)
