Putting aside the question of whether the leadership of those countries actually wanted to arrest him, it's not obvious to me what they could actually do.
When an aircraft is passing through, and not actually landing, they could order it to land (which it would refuse to do, presumably), then they could resort to some posturing with fighter aircraft, then they would either have to give up or shoot down a foreign head of state.
Unless they're willing to immediately go to war with Israel and the US, and likely a bunch of other countries, there's really nothing they can do about it
If an aircraft enters your airspace without your permission, you can shoot it down. Who is on it is immaterial. I can understand Italy, Greece and Canada not having AA missiles or not wanting to piss off the US, but France can 100% get away with it. The US won't pick a fight with a nuclear power.
If a cop wants you to stop your car, don't do it, you can just keep driving.

Plane carrying a person accused of crimes against humanity: "Air traffic control ICC this is airplane ABC-123 requesting permission to enter airspace DEF heading 123"
A country that is a signatory to the ICC and obligated to act on an international arrest warrant for persons wanted to stand trial for crimes against humanity if they enter their territory: "Permission denied, if you eneter this airspace you will be escorted to military base HIJ where you will be detained and escorted to the ICC to stand trail for crimes against humanity."
And then they call your bluff and fly through anyway.
Then what? You shoot down the prime minister of Israel? You single handedly end NATO, make your nation a pariah, cause a rapid expansion of war in the Middle East, plunge the global market into a depression, and run the risk of causing a world war?
Yeah there’s a reason why none of these countries did anything. The ICC is a joke and always has been. It has zero actual authority and it’s only purpose has always been to maintain western dominance in the world.

I'd also love to see him in handcuffs but escalation is obviously unproductive when he can't be safely arrested and planes requesting permission is only a courtesy when there are no consequences to defiance.

Shooting down an aircraft is far beyond standard airspace enforcement. Standard airspace enforcement would be to send fighter jets to escort the violating aircraft out of the airspace without conflict.
Shooting down an aircraft would absolutely be an act of war.
Which you've already said they can't do because the plane could just ignore them. What do you think is the next step when a violating plane ignores the fighters?
Escorting isn’t “leave now” it’s “flank and follow”. They would have fighter jets flanking the aircraft through the airspace.

There’s only two options. You either send fighters up and follow them until they leave, or you enforce said denial and shoot the aircraft down.
