In Germany, they don't have to prove guilt, you have to prove innocence or else you get fined. If you don't voluntarily pay the fine and they have to go to court, the fine doubles. The system is rigged for the corporations. That's why they've done this in Germany for a long time. The expansions to other countries are experimental.
