it makes you wonder why the soviets didn't or the chinese don't take on this strategy -- having ngo's laundering your foreign interference seems to be MUCH MORE effective given the perceived degree of separation it gives you compared to official state propaganda mouthpieces like rt.

I’m sure it’s been written about, but I don’t know of any off the top of my head.

China is explicit about what can’t be said, and the structure and mechanics of censorship are public knowledge. Conversely in the West, and especially in the US, there’s a claim of freeze peach and a sprawling, multi-layered, plausibly-deniable system of speech suppression.
