Part of the issue is that people and manufacturers use shitty lights that are bright but don't illuminate very well even though they're so bright.
Like the difference between a nice even sound at a live concert vs old horn speakers being overdriven.
So the issue is partially shitty vehicles with mal-aimed headlights, partially shitty headlight technology, and once again also, corruption.
