yeah, the aiming makes it worse for sure. like the lights just shouldn't be that bright to begin with, because blinding people as they crest a hill is stupid as fuck, but there's absolutely no call to be blinding people on flat level ground.
unfortunately people often claim that they're fine because they're aligned properly on flat level ground, and ignore the fact that they do not drive exclusively on flat level ground free of bumps and inclines and differences in elevation with those around them
