Ok, I'm done you've continued to describe a system so simplistic as to be unrealistic. Imagine a place as population dense as a city functioning the way you describe. Its nonsense! What you've just said is entirely nonsensical. All you've said here is we can't have roads unless we're robbed.
There is nothing the current governments of the world provide that we cannot have sans those governments. Nothing.
Hegemony is still a de facto type of government, the kind that gives us warlords and warring states.
