On the one hand, Russia runs a lot of nuclear reactors, so they have lots of experience. On the other hand, almost all of those were Soviet builds.
On the one hand, nuclear power has an extremely low failure rate, with civilian nuclear reactor failures being extremely rare. On the other hand, the only reactors that have killed people were Soviet reactors...
That's not true at all. The US's SL-1 killed three people. Other plants around the world have had various incidents as well, though most of them are not related to criticality in the reactor.
Most reactor incidents are due to human error. Chernobyl in particular was bad due to the Soviet management culture. Others, and the majority, are due to lacking or ignoring safety or maintenance controls. Modern designs are inherently more safe, and ideally have better oversight.
But for this plan, my immediate reaction is to be against it. Russia doesn't have the necessary safety culture.
Chernobyl was both. It was basically custom made to have this failure, and even at the time it was the only reactor where this could happen.
The only others on the list are Windscale, which killed zero, and Fukushima, which one could argue killed 51, but its kind dubious attributing evacuation deaths to the power plant. And kyshtim, which I misremembered, it's not a power plant.
I mean, technically someone falling down the stairs at an NPP and breaking their neck probably counts, but that's not really what I meant.
Counting SL1 is also kind of dubious, but sure, it was technically going to be a nuclear power reactor.
But yes, agreed. Nobody builds dangerously shoddy gear like Russia, and I'm pretty sure that hasn't improved much in the recent years.
