why is civil forfeiture not on the chart?
Civil forfeiture has very shitty documentation requirements, if there are any at all. There's a reason the cops in poor areas seize cash most often.
Because it’s legal, and theft isn’t?
I’ve literally had the police steal (not civil forfeiture) from me, you’re not telling me anything I don’t know. But the answer to “why isn’t this legal thing on this chart of illegal things?” is that it’s legal.
