Er, an emerging one who hasnโt quite got to the legal limit? Deciding the solution to the rats stealing the dog food is to put out an extra bowl rather than dealing with the rats?
There's definitely scales of hoarding behaviour where it's considered pathological beyond a certain point. The Clutter Image Rating Scale is one such scale used in Australia (PDF link). Most people don't become problem hoarders overnight.
