I found 3 interesting leads on man called William Donovan related to UFO crash retrievals. Who was this man? William J. Donovan was an American soldier, lawyer, intelligence officer and diplomat. He is best known for serving as the head of the Office of Strategic Services (OSS), the precursor to the Bureau of Intelligence and Research and the Central Intelligence Agency (CIA), during World War II. He is regarded as the founding father of the CIA.

  1. Whistleblower David Grusch claimed that at the end of World War Two, United States recovered UFO craft which was stored in secret hangar in Italy. Grusch specifically said that the recovery was made by OSS - Office of Strategic Services. At that time in 1944/1945 William Donovan was the head of OSS. Donovan was very active in espionage in Europe. If Grusch story is true, then undoubtedly Donovan would be aware of that. He was also personal friend of President Franklin Delano Roosevelt, who once again, according to Grusch, was aware of crash UFOs during World War Two.
  2. In 1998 in UFO-magazine appeared peculiar article written by person nicknamed 'Sedge Masters'. It was long speculated that it was someone who had knowledge about UFO crash retrieval program. Masters provided very interesting information about the program, including recovery from Roswell. In the article we can found this information:

'During the years preceding World War II, informal contacts made by Americans touring in Europe - tasked to do so by then-attorney William Donovan (who was later the head of the OSS in World War II) - revealed that there had been a number of sightings of unusual aerial phenomena and craft over European skies, particularly in the vicinity of German military facilities'.

'In retrospect, the most ominous of the reports claimed that downed saucer-like craft of indetermine origin was recovered by Wehrmacht troops in the days immediately preceding Germany's invasion of Poland'.

'The rush of events focused the attention of the military and the OSS on other matters of more pressing concern, although it had been resolved to look into these reports again at the war's conclusion'.

  1. At about 10 pm, 16 September 1999, Tim Cooper meet at his front door a man carrying an arm load of documents. He apparently came from a maroon vehicle. He said he was the same person as the one who had called a few days earlier and had been sending him other materials. He apparently was source “S-2.” He said that he was with Army Intelligence, and had been assigned as a liaison officer with Foreign Technology Division at Dayton. Source provided multiple documents, including one being alleged memorandum written by Franklin Delano Roosevelt at 27 February 1942 to George Marshall, Chief of Staff of US Army.

In this document FDR stated that he authorised Vannevar Bush to proceed with the project with the project on the issue of 'finding practical uses for atomic secrets learned from study of celestial devices'. This could be reference to the crashed UFO from Cape Girardeau 1941 or San Bernardino 1942.

Curiously, in this document Roosevelt says that the only people who should know this information are George Marshall, Vannevar Bush, Henry Stimson and William Donovan.

Conclusion: if allegations about secret UFO crash retrieval program are true, then William Donovan probably knew about it during World War Two.
