I'm pretty sure that they judge all of a person's actions during the year (could be very wrong). I'm sure that just about anyone else would be as qualified if not much more. Can I get a peace prize for not starting a war?

Probably not. They did give the peace prize to Obama, who was OK-ing the bombing of Lybia at the time
