On the other hand, act 3 feels like the easiest one to cheese. You gain access to really powerful tools, some of which can be spammed to just annihilate harder fights. Once you have fully upgraded tools you can let it rip.

The 12% came from DLC, so I believe it's just 100% rn. But i haven't gotten there yet so idk
It's only 100%, the original HK went over due to updates. That said, bestiary progress doesn't count towards percentage luckily. You do not need to kill every enemy to get 100%.
I'm 9 hours in and just beat Moorwing (annoying... took me between 10 and 15 tries) and Sister Splinter (beaten on second try!). I love this game. So carefully crafted. Full of little touches everywhere. It's a delicacy
So do I need to play the first game to enjoy the second?
You don't have to but I highly recommend starting with the first, since it's a lot easier and is still an excellent game. The second one sort of assumes you've played the first, so it starts out way harder and doesn't explain its mechanics as much.
