Hmm. Generally speaking, I think that the Parliament can pass a bill NOT supported by the PM's party is a good thing.

...passed by a vote of 25-24 out of 120 lawmakers. A second bill by an opposition party proposing the annexation of the Maale Adumim settlement won by 31-9.

Feel like the article probably should have gone into more detail about that part. Certainly I feel that needs more details.
