Usually, when you click on the picture button, there is a pop up dialog to upload picture. Like this one :

Oh, wait, I may have creates an even greater issue. My account is registered over at Blåhaj. And the popup DOES show up now when i tried it in this reply. Does it matter that I am registered through another instance or should it work anyway? Might they have some configuration that doesn't allow pasting images in comments?

No, you definitly found a bug. I also though it worked but the popup appear or hide. h3ndrik's comment below mine provide technical detail :

That sounds likely. Maybe downarea.js needs to load before media_library.js
