We still have it in many cities in South America.

I have no idea why the US stopped doing it

We stopped because the straight of Hormuz re-opened and we restructured our oil infrastructure with the straight closing in mind, so we haven't had serious fuel shortage issues since then.

The fuel shortage issue is irrelevant.

The problem is the climate catastrophe and public health

Well the fuel supply issue is why Russia is doing this, and it is why the US did this. So, when you ask why they stopped, it is very relevant, even if they didn't do it for reasons you wanted.
