Here in New York, police say a former Army veteran has been taken into custody after using fireworks to start a fire outside 26 Federal Plaza in Lower Manhattan, where many immigrants have been held in unsanitary and overcrowded conditions. According to the FBI, 43-year-old Andrew Arrabaca doused a stairwell with gasoline and ignited it; he also fired five to seven pellets from an airsoft gun.
