I'd say this is mostly neglect of the German state to invest into education of their citizens. Fake news can't affect you as much when you know how the people behind it operate. It also helps to create common realities which are needed keep Democracies functional.
I also think housing must be made much more affordable, and there needs to be a shitton more investment in lowering energy prices, by going green.
