“One of the underlying problems with surveillance technology and law enforcement is that so many people are skeptical — at a minimum — of law enforcement and what they are up to and what they are using this technology for,” said Gary Daniels, legislative director of the ACLU of Ohio.

“So then when people try to find out more about it and try to get government records and data they are entitled to and they have a bunch of roadblocks thrown in their way, it certainly does not help the case on the government’s side that ‘we have nothing to hide here’ and ‘we’re only using these things for good purposes.’ ”
