They don’t need to do that. Mexico is firmly against all these actions by trump and ice. I’m willing to bet that Mexico would put out a warrant and send him straight to Minnesota when they get him.
I'm guessing that Mexico doesn't have an extradition agreenent with the US. That doesn't mean they can't do a one-off on their own initiative.

Why would you think neighbors who until recently were fairly friendly by state standards don't have extradition treaties?
Maybe they've watched too many movies where getting across the border to Mexico was presented as the ultimate escape from US law?
