They don’t need to do that. Mexico is firmly against all these actions by trump and ice. I’m willing to bet that Mexico would put out a warrant and send him straight to Minnesota when they get him.
I'm guessing that Mexico doesn't have an extradition agreenent with the US. That doesn't mean they can't do a one-off on their own initiative.
