Temporarily, I would consider something that happens for maybe 10 seconds and then it continues normally afterwards. Temporarily is not a state where you have to do something to get out of it. If you need to force-reboot it, it is not temporarily. But then again, they also call it "bricked state“, which was something usually meant for permanently dead with no solution = your device is now as useful as a brick.

I have never heard anyone call a frozen system temporarily frozen if you had to reboot it to recover. Sorry, I'm ranting, but putting in "temporarily” in this context is just downplaying the issue as if it's normal to reboot your phone.
