If the party was smart, they'd have canvassed the crypts and graveyards so the undead army was on their side when it came time to vote.
If they were giving in-universe reminders about the growing undead threat and the arrival of said threat isn't an immediate campaign ender, then yeah. Gotta roll with what the players do without making their efforts pointless.
So basically the DM created a world with a natural disaster incoming, and the players decided to instead destroy the indigenous nation, install a new puppet leader that adheres to Western values and voting rights, and ensure gay marriage is legalized even though homosexuality was tolerated in this society, just marriage was a civil and financial issue and not necessarily related.
Who's worse? The DM, or the imperialist players?

Also if we step out of that for a second, I was confused that some people in the comments were mad at the DM/narrator of this story. The question of whether he's the one being an obtuse meanie is really down to what the groups' dynamics are;
It feels pretty shit when you just want to share something with people and they sideline or walk over it for something else.
That's why your interpretation works really well - much like the CIA they are disrupting an existing culture/status-quo and betraying the trust first shown towards them, when fostering a reciprocal relationship could be more effective to achieving their goals. Meta-Imperialism
I never thought much about the concept of marriage in a fantasy setting. Are they going to describe the rules for mutually shared tax deductions in the next version of DnD? It could get complicated with all the different religions and races.
I know this one! Not all countries provide tax deductions for marriage. I was going to say there is not one in Japan, but on looking it up, it is more complicated than I care to look at. (I understand spouses tend to have separate finances, but I am far from Japan.)
The historical lens on taxes and marriage is also as complex as one might think.
Point being, in your setting, marriage does not need to have any tax implications at all.
