May I interest you in the history of the CIA?
Whatever you think of their competence, I'm quite confident they have resorted to threatening family members on multiple occasions.
From everything I've read of the CIA, incompetent is downplaying it.
They're monsters, that cannot be said enough. But incompetent monsters.
Their modus operandi mostly seems to be using proxies and cutouts. The CIA would never threaten your family. Instead they hand out guns to the people who already hate you and your family, and then sort of just hope for the best.
They also do abductions to black sites, but mostly they seem to be the logistics service of evil giving out money, guns, and drugs to, well, often literal Nazis.
It's very important to understand that no one anywhere knows what the fuck they're doing the moment a problem is anything more than engineering.

The CIA is a masterclass in spying and recruiting, primarily as a result of practically unlimited funding. They utilize all the novel gadgets you hear about — shit like lasers bouncing off windows to record audio, or reconstructing video from a cameras electromagnetic radiation, or using WiFi to target individuals within a room, or …
But it goes a lot further. They will open entire business fronts in foreign states and maintain them for the sake of fronting. They will send spy’s into other nations to assume a role as a local and casually collect information. They will survey people like janitors, assistants, … for anything of leverage… kid sick with cancer? They’ll pay for treatment at the best hospitals in the world to recruit you, if they believe you can get valuable information.
They’ll go through entire rounds of interviews designed to profile you behaviorally. Their hiring practices have been claimed to actually weed in people with sociopathic tendencies — people with a sort of main character complex who can adequately justify doing bad things because “we’re the good guys” and for “national security.”
The shit they’ve gotten away with is bonkers. Files are constantly being released over the years, we have glimpses into their operations, yet we do nothing to instigate meaningful change. It’s bonkers. You know they were testing hypothetical truth serum on customers in American coffee shops?

culture can have a profound effect on society.
Culture is full of ways to resist and subvert authority. Writing and music can inspire, motivate and mobilize people in huge numbers. Even graffiti and street art can just spread ideas with minimal effort. It can raise money and fund resistance.
It's why a lot of authoritarian governments try so hard to stamp on culture. They know it's power and they fear it.
Arts and education are the first to be suppressed by authoritarians because it stop these natural outlet to voice dissent.
Culture needs to be doing more. Where's my fucking sketchbook...
