Yes, legal systems often have laws for complicity, for accomplices.
Have to find someone to blame. Couldn’t be the responsibility of the shooter(s).
Responsibility is rarely limited to a single person.
They did, but there are things that can influence a person to commit three atrocity, and that's why, at least in the Tumbler ridge shooting, the bc government is suing
