The first list bans specific users on specific instances. The second list is a wildcard ban, which means breezy@lemmy.world is banned, but also breezy@lemmy.zip or breezy@lemmy.dbzer0.com etc.
I'd say the second list is cooler because apparently, the moron was afraid you might jump instances and they'd have to suffer your presence again.
