No that's not lawful, thank God. You can certainly get away and tell the cops etc, but you are not allowed to murder someone because they voice homicidal intent. They have to also have means and be taking action.

Both are because of decreased regulatory costs. The FDA used to insist that overseas mfgrs do the same as here. They don't have enough people to do that now.
