Japan has been requiring fingerprints AND photographs for all incoming visitors for the better part of two decades now.
If a foreign national who is required to be fingerprinted and photographed refuses to comply with this requirement, he/she will be denied entry to Japan.

these two do not mix well. almost any extension can be detected by a site and used to fingerprint you.

It's up to every individual website to use whatever specific type of hash function they want, so absent of really technical users that know how to change the cipher, they all just default to SHA-1 for maximum compatibility.
And yet I have tried MANY times to get police to do something with all the evidence I have given them of someone I know who openly plays with guns in public that they're not allowed to have as a felon (who has also since harassed me many times), and they simply don't care about either of those things happening.
