It is the system currently in place and it does outline ways to change the system. If enough want the system to change it will change.

That honestly isn't possible. I have several accounts perma banned and I just make new ones. VMs circumvent hardware ID mapping, VPNs circumvent IP banning. Until they require phone numbers to create accounts circumventing their bans is childs play.
