I think the biggest problem Europe has (besides too weak military) is how slow this freaking bureaucratic apparatus is.
Something happens - countries start to discuss how to react, weigh pros and cons, discuss again, Hungary votes against - discuss again... oh it's 2028 already.
I'm from Austria and I got the "house" idea, but it's clear as day what they did and in Austria I'm pretty sure a Geschworenengericht would have sentenced them (Verbotsgetzt). I'm not sure about the laws in Germany but given the history I guess you have similar laws.
Just make tax exponential (so your netto is a log function of your brutto). Wouldn't have a hard "maximum" but effectively be impossible to have many times income of others (without paying unimaginable more taxes than everyone else). The hardest part is probably to handle "wealth" because that can be parked and "hidden" in so many different ways.

I'm not sure for that specific case, but in the general case there doesn't need to be evolutionary pressure for change. If there is no pressure one way or the other random mutations can (and will over time) cause change without environmental reason (genetic drift).
