The Greeks, and the classical world more generally, did not separate biological sex from sexuality as such.
To a certain extent, male-on-male action between equals was okay if it was grinding or hand stuff (depending on where in Greece you were), but bottoming was definitely not on. Their view of the world was that real men fuck, and they don't care who or what they fuck, but getting fucked made you a woman, and there is nothing worse that a man could do than be a woman.
The only acceptable circumstance in which a man could bottom for another man is if he were a slave or otherwise significantly below his top in social standing, in which case it was expected for him to "submit" in any case.
