Isn't it the other way around? The US has plenty of experience bombing children and that without counting the Vietnam war. Russia is just now remembering how to kill civilians
Don't know if you're serious. If so, please read up on Grozny in the two Chechen Wars.
I guessed that the war in Chechnya was affected by civilian targeting, I just glossed it over. 😄
