Of course, the reason most governments can't be trusted with handling rapists is because they are Capitalist governments, who are of course run by rapists, and then war-profiteers, slave-owners, fascists, and their ilk. In my opinion, tho there is harm reduction to be done as well, the solution is to take after Lenin and Mao and make an organization similar to theirs.

Instances of sexual harassment and violence against women have increased sharply. The Communist party committees that used to intervene in cases of domestic abuse no longer exist.

Women also are being recruited in unprecedented numbers for the booming sex industry that caters to foreign and domestic busi­nessmen. Unable to find employment in the professions for which they originally were trained, many highly educated Russian and Eastern European women go abroad to work as prostitutes.
