Gianni Infantino seems to exist independently of FIFA rather than as an extension of it, doing with the game whatever he believes is right

I won't comment on your rather rude and incorrect characterizations of my views, but to answer your questions, World Cups are every four years, and FIFA administers large portions of the sport, not just World Cups (men's, women's, U20, U17, Club, Futsal, Beach, etc), but also other competitions such as the Arab Cup, the Intercontinental Cup, and the Olympics, as well as coordinating between the confederations. In his capacity as FIFA president, Infantino is currently attending the women's Africa Cup of Nations, for instance.
