yeah there would just be a vote threshold where you would get the position. I envision it like the american system with multiple bodies so this might be for something like the senate or house of lords while there would still be a direct vote body. I also envision a tribunal executive made of a internal, external, and judicial exec with equivalent bodies. so 3 exec, 9 member court, 81 member upper house, and the lower house would be the electorate voting on laws the upper house drafts mostly. There would be a required amount of time for information and education about a law to go out and then when voting on it reached a quorum people would have 30 days left to cast a vote on it. votes that got stale would die within lets say 90 days. its all musing so I have not put enough thought into it. or collaborative thought really. no compeling of votes. they can hang on to it and throw it away. they don't have to give it to people they personally know but ideally they would.
