In other words: What will it take to create a predominantly vegan world collectively?

Nevermind not having sympathy for others, most people happily vote people into office that say black on white in their party program that they're going to make them poorer and restrict their freedom, or alternatively tell them obvious lies about it.

Yes, because they view themselves as different and above the people the parties are promising violence against.

I think this is a useful way to think about animal exploitation also. The message is that consuming animal products is a status symbol, and that items with animal products are inherently better, more nutritionally dense, etc. People are alienated from the reality of the animal exploitation industry. They may have a somewhat romantic idea of what it meant to kill an animal for use before the creation of the nightmare industrial system that exists today. This is analogous to how people are shielded from the reality of a political system that (not as it's main feature) upholds a position of status for it's citizen working class. They get rare glimpses into the violence that is required to maintain this at home and abroad, but are happy to not look so closely while they enjoy the benefits.

I'd argue people are alienated from any form of exploitation required to generate the material means that provide them the modern comforts they have. On any subject where they're told what using this or that product entails in terms of exploitation (ecosystems, animals, humans), most people react as if telling the facts itself is a form of personal attack. This is because the cognitive dissonance is so great that anything that puts it in question is seen as criticism of their own morality.

Even in well-informed circles, reminding someone of the impact their individual choices have on their communities or the world's ecosystems (eating/using animal products, driving a car, excessively buying new stuff) is seen as distasteful, even anti-social to a certain degree. I myself am not perfect: I bought a new computer this year. But the question shouldn't be: -- should I castigate myself endlessly for the choices I made? -- but rather how we can use our cognitive capabilities to take notice, to think of alternatives, to try to give back if possible.

I am also getting weary of the repeated argument that one's environmental impact is so low that we should stop continuously discussing the matter until large corporations and governments do something. It starting to feel like a psyop to make us apathetic to every possible issue.

This is so annoying. Sure, sometimes I just want to enjoy a shred of pleasure in this hellscape and not think of bad things and I don't appreciate when people kill the vibe. But I don't take it personally.

That's not a moral judgement, I think it's a cultural difference where in some groups there is a strong implied "and you are a bad person" but for me and people who share this way of communicating, if I don't say that I don't mean it!

I agree awareness is the first step.
