It’s just Islamaphobia (racism). Singling out clothing that Muslims would wear and ignoring crosses or other religious clothing kind of gives away the underlying motivation for these bans.

The law almost certainly talks about face covering broadly and equally prohibits you to wear a ski-mask to school whether you're a muslmim or not.
