Also aren't special forces super into having beards? I'm glad if we're cutting back on them, especially the seals, the psycho bastards. And of course he's a weirdo himself
It's a dog whistle. Everyone who's been in the army with an ethnically mixed population knows many black people (think West African mostly) have severe skin issues if they shave fully. I had two guys in my section (so I assume more in the company but I can't recall) with exemptions and, of course, they were black.

The military started banning beards in WWI because they don’t work with gas masks (RIP cool civil war beards). They were only allowed again during the global war on terror because American soldiers were basically jealous of Afghani fighters’ full beards. Type of shit that’s too goofy to make up
Your first part is correct, but the beard permissions began with medical and religious waivers.
As for how it became a thing beyond that, I've heard it began with nobody enforcing uniform regulations on the special forces.
I'm pretty sure "beardos" is only there to rhyme with "weirdos".
He's already cracked down on facial hair in the military. It's been suspected It's intentionally targeted against black men.
I also suspect he's got an issue with beards in general as well, even though I believe he would have used a word for black people instead of beardos if he thought he could get away with it.
he cant grow a manly beard himself.
At this point he could and nothing would happen.
Pretty sure it's there as an excuse to cut down on the number of black and brown people
