Because when you are losing a war, the sort of facial hair you have really matters. Reality doesn't back them up, so they have to go for crass appearance. Not "weak" my ass.

The facial hair thing started before they really let African people into the army as a way to ensure a good gas mask seal during WW1. I think it's a dumb rule enforced only for some amorphous idea of "discipline" nowadays, though.
