Rent increases larger than 3% would be allowed only if the landlord has made substantial changes to the property that provide a material benefit to tenants. This wouldn’t include changes that are required by law (such as meeting the Healthy Homes Standards or routine upkeep), but could include major kitchen or bathroom renovations. The increase would have to be agreed by the tenants and the landlord before the work is undertaken.
