Otherwise it's just a dictator's vanity project with zero justification for the wasted taxpayer's money, and the courts can shut it down. But when there's military-anything involved, it becomes a defense project.

By virtue of having said that, you could almost be assured that the military would not use it for such purpose, except to serve as a visible threat against peaceful protestors.
