I doubt it, because that would bring back VPN deal tunnelling that Valve doesn't want to endorse (because the regional discounts are meant to scale with the purchasing power of the citizens in each region, not for people from the west going on gray market sites to grab games from Ukraine/Russia/Brazil/Argentina).
If the downloaded copy requires phoning home to authenticate and play, storing it on a backup drive won't help in the long run.
Console players will always be fucked by this sort of thing until they modify their hardware or move to PC. Sony's just making the circumstances more blatantly obvious.
A game's quality is not always deterministic of the fanbase or playerbase's activities.
A competitive game can have solid production quality, great optimization, and plenty of content to get immersed in, but still have players racing to the bottom of the social interaction barrel. Hard to fault the game itself for that.

How's OpenStreetMap for that and walking around? I've degoogled a bit ago and have been using Co-Maps for cycling and driving navigation, but I never tried using it for nature preserves and trails (or walking around the streets where I live in the US).
Honestly both are fine as long as you stay within or below the average healthy limits (roughly 320mg/day for caffeine, weed might be less tested in that regard).
Just know your own limits and make sure you have water with you.
